[CONFIG] Update app name to 'vATC Suite' and use cache driver for maintenance mode

This pull request implements two important changes to the project configuration.

  1. Updating the app name: The app name has been changed to 'vATC Suite' to reflect the rebranding or naming changes for the project.

  2. Using cache driver for maintenance mode: The app configuration file has been modified to utilize the cache driver instead of the file driver for handling maintenance mode. This change aims to improve performance and efficiency when the application is in maintenance mode.
