This pull request introduces the addition of footer and head blade templates to the vendor/backpack/theme-tabler/inc directory. These new blade templates enhance the customization and styling options for the theme-tabler package by providing the necessary components for the footer and head sections of the website.

In addition to the footer and head blade templates, this pull request also includes the addition of a Resources dropdown menu. This menu incorporates links to API Documentation and GitHub, providing convenient access to essential project resources.
