Fix approach type submission in API

Insidious Fiddler requested to merge 27-bug-incorrect-approach-parameters-being-passed into main

This pull request addresses the issue where checkbox values were not sent in form submissions, along with the atis generator not diffracting between ils or visual and by default setting to both. ILS and visual approaches checkboxes now have their selections adequately included in the form data.
