Activity file is not recreated on restart

Update `InstallInstructions.txt` to be bash script

feat(IdleRunnerSetup.sh): add check and creation for activityfile to ensure it exists before writing to it

Fixed an outdated command in the instruction

Added instructions of how to adjust CPU usage and CPU time for Boinc

Added the CPU configuration that can be set from the Universe website.

* Corrected the paths, to reflect the proper values expected.

Editted solution to use relative paths, homefolders and username of the user running the script, rather than hardcoded.

Made the "added by idleRunner a more obvious block by indicating where it ends.

Added codeblocks for improved readability on github.. hopefully..

Made quite a lot of changes to the readme.

Refactored IdleRunnerSetup, to provide some easier-to-maintain encapsulated logic in the BashRC, for the prompt-command.

More additions to make the readme more accurate. Gonna give this readme a major revision soon.

A note on the sourcing of bashrc. It cannot be done in the script. As the script is a child process to the interactive terminal. Which is why, it must remain in the git pull.txt.

So far so good! :)

Now i'm re-investigating the sourcing of /etc/bash.bashrc issue.

Found another bug i'm trying to deal with. More aggressive monitoring needed.

Made some progress.. Now onto figuring out why the Boinc client doesn't resume, once IdleRunner reaches the relevant condition.

Trying to fix rpc auth issue.
